Li Jiachao pointed out that the “Hong Kong First Five-Year Plan” is a blueprint for Hong Kong's development over the next five years, and the “Policy Address” is an annual report on the implementation of the “Hong Kong First Five-Year Plan” and sets policy priorities according to the actual situation in Hong Kong. The cover of the “Hong Kong First Five-Year Plan” uses blue, which represents the blue sky and represents openness, progress and stability; while the “Policy Address” cover continues to be green, representing policy continuity, vitality and hope. Li Jiachao said that this year's “Policy Address” is particularly significant because it is the first “Policy Address” after the publication of the “Hong Kong First Five-Year Plan”. His intention in preparing the “Policy Address” was set as the theme for the “Policy Address”, “Seek the overall situation with a long-term perspective, open a new chapter through reforms, promote development and create opportunities, and benefit people's livelihood for the future.”
