The cover of the “Hong Kong First Five-Year Plan” uses blue, which represents the blue sky and represents openness, progress and stability; while the “Policy Address” cover continues to be green, representing policy continuity, vitality and hope. Li Jiachao said that this year's “Policy Address” is particularly significant because it is the first “Policy Address” after the publication of the “Hong Kong First Five-Year Plan”.
