The Chief Executive of the Hong Kong Special Administrative Region, Lee Ka-chiu, announced today the “First Five-Year Plan for the Economic and Social Development of the Hong Kong Special Administrative Region”. Li Jiachao said that it will promote cross-border personnel exchanges and improve the efficiency of customs clearance at ports. Improve measures to facilitate the flow of people across borders, optimize port layout and improve customs clearance efficiency. Give full play to the advantages of the reconstructed Huanggang Port, implement “two inspections in one place” and adopt a brand-new “cooperative inspection, one release” customs clearance model. Under this new customs clearance model, cross-border travelers can use a self-service channel to verify their identity once and complete entry and exit procedures between the two places; while cross-border drivers carry out a “five-party inspection” on a “joint one-stop” lane, and complete customs clearance arrangements between the two places at the same time. Shatoujiao Port will be reconstructed in the form of “cross-river construction”, and the new convenient customs clearance model described above will be adopted, and existing ports will also be considered for introduction if conditions permit. Strengthen port coordination mechanisms in the Guangdong-Hong Kong-Macao Greater Bay Area, promote multi-port information exchange, enhance forecasting and management capabilities, and improve operational efficiency.
