I learned from the Beijing Municipal Science and Technology Commission and the Zhongguancun Management Committee that recently, the “Zhongguancun World Leading Science and Technology Park Construction Plan for the “15th Five-Year Plan” was officially released. Based on Zhongguancun's position as the main location of the Beijing International Science and Technology Innovation Center, the “Plan” focuses on continuing to polish Zhongguancun's “gold sign”, clarifying the general requirements, development goals and nine key tasks for Zhongguancun to build a world-leading science and technology park during the “15th Five-Year Plan” period, and systematically plans a blueprint for Zhongguancun's construction and development in the new era. The “Plan” clarifies development goals: by 2030, it will basically build a world-leading science and technology park, continue to emerge with leading global technology and iconic products, build a world-class industrial cluster with technological dominance, create a new circuit source, a world-class enterprise habitat, a preferred place for global investment, and a highland of high-level talents, and become a socialist innovation park with Chinese characteristics with high industrial concentration, active openness and innovation, efficient and powerful mechanisms, perfect infrastructure, and a fresh and beautiful environment, leading the development of world science and technology parks. The “Planning” system deployed nine key tasks. The first is to strengthen industrial technology policy sources and set a benchmark for the transformation and application of achievements. The second is to open up new fields and new tracks to create a highland for future industrial innovation. The third is to promote industrial development and growth and build world-class industrial clusters. Fourth, strengthen the dominant position of innovation and expand the lineup of world-class enterprises. The fifth is to promote the upgrading of the park and form a new form of the park in the future. The sixth is to cultivate fertile ground for talent development and cultivate a world-class talent team. The seventh is to strengthen the financial empowerment of technology and build a preferred location for global investment. Eighth is to deepen open and collaborative development and build a key hub for a global innovation network. The ninth is to concentrate on testing reforms first to create an innovative ecosystem with global competitiveness.
