The Chief Executive of the Hong Kong Special Administrative Region, Lee Ka-chiu, announced the “First Five-Year Plan for the Economic and Social Development of the Hong Kong Special Administrative Region” and immediately published the “Chief Executive's 2026 Policy Address”. Li Jiachao announced in the “Policy Address” that in order to focus more on attracting talents needed for Hong Kong's development and promote talent exchange and training, the HKSAR Government will implement the following measures: 1. Research and add more talent categories related to AI applications to the “Talent List” to enrich the current list of 60 local talent shortages. 2. Relaxation of renewal requirements for startup science and technology enterprise talents under the “High-end Talent Pass Program”. Foreign talents, such as setting up a startup business in Hong Kong, may have low income due to unstable operation during the start-up phase of the enterprise, and face great uncertainty when applying for renewal. Start-up technology enterprise operators supported by designated public institutions will be exempted from requirements such as providing proof of company income when applying for Gaocai Tong's renewal to facilitate their development in Hong Kong. 3. Expand the “Facilitated Entry Program for Specially Invited Persons” from the current ASEAN member countries to Central Asian and Middle Eastern countries and regions, and allow all government policy bureaus and departments to issue invitations through the plan to promote economic and trade exchanges. 4. New visa categories have been added to allow non-local people to participate in short-term training courses approved by government bureaus and departments to help develop Hong Kong into a regional training center.
