According to Guangzhou Daily, in order to strengthen the prevention and supervision of noise pollution, the “Guangzhou Noise Pollution Prevention and Control Regulations” regulations are scheduled to be reviewed and voted on for the third time in October. On September 16, the Standing Committee of the Guangzhou Municipal People's Congress announced the “Guangzhou Noise Pollution Prevention and Control Regulations” on official WeChat to solicit comments and suggestions from all sectors of the public. The deadline is October 15. The “Draft for Solicitation of Comments” separately sets out control requirements for various noise sources such as industrial noise, continuous construction noise at night, motor vehicles bombing and disturbing people, commercial operation noise, noise from public activities, and interior decoration noise, etc., and clarifies legal responsibilities. The “Draft for Solicitation of Comments” stipulates that if an electronic device is used within a means of public transportation to make external sounds and is still not corrected after being dissuaded by the public transportation vehicle riders, the public security authorities shall persuade, educate, give a warning, and may be fined not less than 200 yuan and not more than 1,000 yuan. When taking the subway or bus, some passengers like to make sounds from their phones outside, which not only affects other passengers getting on and off the station to listen to the news, but also affects the peace of others. In response to this, the “Draft for Solicitation of Comments” stipulates that when using electronic devices such as mobile phones and tablets in means of public transportation such as buses and subways, it is prohibited to make outside sounds. Public transportation vehicle drivers and passengers using electronic devices should dissuade them; if dissuasion is not effective, they may report it to the public security authorities. Whoever violates this regulation and is still not corrected after being dissuaded by the public transportation vehicle riders shall be persuaded, educated, given a warning, and may be fined not less than 200 yuan and not more than 1,000 yuan.
