Li Jiachao responds to the “Policy Address”: AI regulates and encourages childbearing, and the business community promotes a total of 30,000 young people for internships and jobs

On the subject of artificial intelligence, the Policy Address proposed the establishment of a “Children's Use of Social Media” task force under a working group led by the Department of Justice. Li Jiachao said that there are different situations when underage foreign students use AI. Some use it excessively, are out of touch with society, and do not communicate with their families. Therefore, Hong Kong will refer to foreign practices, listen to opinions, and study which measures apply to Hong Kong. He stressed that at this stage, the government focuses on education, and the Education Bureau will provide guidelines and introduce courses to teach students to use AI correctly and improve their literacy.
At the same time, Li Jiachao also pointed out that the government is concerned about the use of AI to commit fraud, bullying, and infringement, especially the use of deep falsification technology to break the law. The Department of Justice is paying close attention, and the Law Reform Commission will conduct research on the law. Regarding international concerns that AI may destroy humanity, he said that risks always exist, and risk management and control must be done well during development.
In terms of encouraging childbearing, the new “Policy Address” proposes 11 “combo punch” measures to encourage childbearing. Li Jiachao said that childbearing is an individual and important decision. The government's measure is to clearly tell the public that if they want to have children but have concerns, the government will do its best to assist them. He pointed out that reversing the fertility rate is not easy. It is a common problem all over the world. The types of measures taken by local governments are also similar, and it is necessary to adapt to local conditions to overcome structural factors. He quoted questionnaires and think tank research as saying that factors such as overall social education, work culture, and the pursuit of a free life all have an impact.
