The Zhitong Finance App learned that the Hong Kong General Chamber of Commerce announced the launch of three strategic plans to meet the government's latest “Hong Kong First Five-Year Plan” and “2026 Policy Address”. Chairman Jin Chak-pei of the Hong Kong General Chamber of Commerce said that the “Hong Kong First Five-Year Plan” has epoch-making significance for Hong Kong. This is not only Hong Kong's first medium- to long-term development blueprint, but also marks the SAR government's shift from “docking” in the past to “active planning”, which will provide the business community with clearer and more stable business expectations. The three major plans launched by the conference aim to help members explore “Beidu” opportunities, promote artificial intelligence applications in all aspects, and “go overseas” through top international networks to provide enterprises with a strong strategic engine to help them capture a new round of growth and comprehensively enhance international competitiveness.
Among them, the Northern Metropolitan Area aims to establish the position of the Hong Kong General Chamber of Commerce as the primary communication platform for all sectors of government and business, and to empower members and the business community in all aspects around the six key areas of Beidu, including infrastructure, financing, innovation and technology, talent, sustainable development and livability.
To fully accelerate the implementation of AI applications and further improve Hong Kong's artificial intelligence ecosystem, the conference is launching a four-stage strategy, including establishing a “SME AI Application Benchmark”, establishing an “AI Application Exchange Platform”, forming an “AI Application Practice Group”, and proposing an “empiric-based policy initiative”.
In terms of the “going overseas” strategy, it aims to help mainland enterprises expand overseas markets through Hong Kong, and is based on two core pillars. The conference will bring together professional members to provide services covering international law, taxation and finance. It will be launched in Malaysia as the first pilot, then expanded to ASEAN, Central Asia and the Middle East markets.
The council also stated that it fully supports the promotion of “Finance+” development and further strengthens Hong Kong's leading position as an international financial, shipping, aviation, trade and innovation center. The Government is welcome to promote financial innovation, including the application of digital assets and tokenization technology, further enhance Hong Kong's role as a center for shipping finance, insurance and sustainable finance, and strengthen support for innovative corporate financing and commodity trading ecosystem development.
The conference also supports consolidating Hong Kong's advantages as a cross-border wealth management center and global offshore RMB business hub, attracting regional headquarters and corporate treasury centers to settle in Hong Kong, promoting smart and green shipping transformation, strengthening aviation links with the Guangdong-Hong Kong-Macao Greater Bay Area, accelerating the construction of key innovative technology platforms such as the Hetao Cooperation Zone and Xintian Science and Technology City, strengthening R&D investment and innovation ecosystem development, and promoting Hong Kong's development into an international healthcare innovation hub through deepening cooperation in cross-border clinical trials and research resources.
At the same time, the Hong Kong General Chamber of Commerce will take advantage of its primary advantages as a “super contact” and a “super value-added person” to accurately connect suppliers with high-growth global markets and build a bridge for business expansion, including leading a delegation to Singapore, Malaysia and Indonesia in September, as well as future research trips to Central Asia and the Middle East.
