In the future, serious fraudulent agencies will be resolutely removed from the market. The “Opinion” calls for focusing on weak aspects such as equipment management, inspection and operation, daily operation and maintenance, and personnel skills of motor vehicle emission inspection agencies, and establishing and improving a full-process management system with clear rights and responsibilities, operating standards, full traceability, and normal supervision. We must adhere to strict control at the source, guide motor vehicle emission inspection agencies to implement their main responsibilities in accordance with the requirements of the Ecological Environment Code, and improve the quality of inspection data and the level of inspection compliance. In terms of agency entry and exit management, the “Opinion” requires that expert review of qualification certification be strengthened to ensure that emission inspection equipment and personnel meet the requirements, that offending agencies and personnel be punished in accordance with the law, and that institutions that seriously defraud and falsify should be resolutely removed from the market. In terms of inspection compliance, agencies are required to fully carry out emission inspections in accordance with the law, strengthen the daily self-inspection and maintenance of equipment, and incorporate relevant processes into electronic files to implement comprehensive management. The use of software and hardware that has fraudulent functions or does not meet the requirements of national standards is strictly prohibited, and voluntary certification of equipment and clear line settings are encouraged. In terms of supervision, the big data supervision model has been fully implemented, inspection anomaly identification and intelligent early warning models have been established, problem clues are dynamically identified, and illegal violations are investigated and punished in accordance with the law. It is necessary to promote “one line, one code” of inspection lines and automatically retrieve the management status of the entire inspection equipment process.
