The “Notice” clarifies the specific requirements and procedures for recommending national green computing power facilities, and issues the “2026 National Green Computing Power Facility Evaluation Index System”. The new “Index System” includes four aspects: energy utilization level, carbon emission management level, water resource utilization level, and computing power resource utilization level: judging from the evaluation content, new index requirements such as unit computing power efficiency, digital carbon management, and product carbon footprint are included to further highlight energy efficiency and carbon efficiency leadership; judging from the evaluation allocation, the share of key indicators such as carbon utilization efficiency, water resource utilization efficiency, renewable energy power share, and cabinet resource utilization level further emphasizes the overall requirements of green, low-carbon and intensive cycles.

In order to implement the “Opinions on Accomplishing Energy Conservation and Carbon Reduction at a Higher Level and Higher Quality” of the General Office of the CPC Central Committee and the General Office of the State Council, support the development of green, low-carbon, intensive cycle computing power facilities, and accelerate energy saving and carbon reduction in digital infrastructure, the 2026 National Green Computing Power Facility Recommendation Work is now being organized and carried out. The relevant matters are notified as follows:

I. Recommended Requirements

In the fields of industry, information and communication, energy, the Internet, finance, public institutions, etc., a number of green computing power facilities with high energy efficiency and carbon efficiency levels, green, low carbon, reasonable layout, advanced technology, and perfect management are recommended. The types of computing power facilities include intelligent computing facilities, integrated computing facilities, supercomputing facilities, etc. The recommended computing power facility should meet the following requirements:

(1) The owner of the computing power facility has independent legal personality. The property rights of the computing power facility are clear, have clear and complete physical boundaries, have independent power supply, distribution and refrigeration systems, and the entire system has been in continuous and stable operation for more than 1 year as of the filing date.

(2) Meet the relevant planning and layout requirements for the green and high-quality development of the country's new infrastructure, complete approval procedures, and achieve large-scale, intensive, green and intelligent construction. In principle, large-scale and super-large computing power facilities built after 2022 should be located within a national integrated computing power network hub and a nationally defined telecommunication collaboration pilot area.

(3) The size of computing power facilities is not less than 3,000 standard racks (except for public institutions, computing power facilities in the financial sector, and intelligent computing facilities). The listing rate is not less than 60%, and the usage rate of computing power resources is advanced in the industry.

(4) The green development level of computing power facilities should reach the “Green Data Center Evaluation” (GB/T 44989) level 2 or above. The efficiency of electricity utilization has reached level 2 or above in the “Data Center Energy Efficiency Limits and Energy Efficiency Levels” (GB 40879). The energy efficiency of the server used is at or above the energy efficiency level specified in the “Tower and Rack Server Energy Efficiency Limits and Energy Efficiency Classes” (GB 43630). The share of renewable energy electricity such as wind power and photovoltaics is not less than the share of renewable energy electricity consumption responsibility in the province (district or city) where computing power facilities are located. On the basis of stable power support and flexible adjustment capabilities, we guide the collaborative layout of newly built computing power facilities and renewable energy power generation, etc., to improve the ability to adjust and match electricity consumption loads.

(5) Promote technological transformation and optimization upgrades in equipment layout, refrigeration architecture, power supply and distribution methods, single cabinet power density, and intelligent system operation strategies, etc., and reduce redundant equipment. Promote high-efficiency, energy-saving, water-saving, information and communication, refrigeration, lighting and other equipment. Continue to improve the recycling and recycling of waste computing power facilities and equipment, and promote the upgrading and recycling of key energy equipment in an integrated manner. Establishing and implementing a green procurement system, providing green public services, and carrying out green operation and maintenance can collaborate to improve the level of green and low-carbon development of the industrial chain supply chain.

(6) Employment in accordance with the law in the past three years has not been subject to significant administrative penalties from the relevant administrative authorities, no monopoly acts stipulated in the “Anti-Monopoly Law of the People's Republic of China”, no environmental emergencies, environmental pollution accidents or ecological damage incidents of a higher level or above, no major production safety accidents, no safety incidents due to poor product quality, and no network security or data security incidents. II. Recommended Procedure

(1) Relevant units voluntarily participate, create and self-evaluate the “National Green Computing Facility Evaluation Index System” and related requirements, and prepare the “National Green Computing Facility Self-Evaluation Report”. The reporting unit is responsible for the accuracy and authenticity of all materials provided.

(2) Provincial departments in charge of industry and information technology, together with the Development and Reform Commission, the energy department and the Communications Administration, are responsible for organizing recommendation work in the region, reviewing the material integrity and authenticity of the reporting units, and making recommendations to the Ministry of Industry and Information Technology on merit. Provincial development and reform departments review whether the project complies with industrial policies, industrial plans, and whether it has completed procedures such as approval to start construction. Computing power facilities belonging to China Telecom Group Co., Ltd., China Mobile Communications Group Co., Ltd., China United Network Communications Group Co., Ltd., and China Radio and Television Network Group Co., Ltd. were recommended by group companies to the Ministry of Industry and Information Technology on merit.

(3) Computing power facilities belonging to financial institutions and public institutions are recommended to the Ministry of Industry and Information Technology on merit by the State Administration of Financial Supervision and Administration, respectively.

(4) The Ministry of Industry and Information Technology, together with the five departments of the National Development and Reform Commission, the General Administration of Financial Supervision, the State Administration, and the National Energy Administration, determined the 2026 national green computing power facility list through expert review and review and published it in accordance with the procedures.

III. Specific Requirements

(1) All provincial industrial and information technology authorities, relevant group companies, and relevant departments are requested to submit national green computing power facility recommendations and self-evaluation materials (paper version in two copies) to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) by November 16, 2026. (2) Provincial departments in charge of industry and information technology, together with relevant departments, step up publicity, promotion and support for national green computing power facilities. (3) The Ministry of Industry and Information Technology will continue to strengthen supervision and guidance on national green computing power facilities, and will work with relevant departments to dynamically adjust the national green computing power facility list for key indicators such as electricity utilization efficiency, carbon utilization efficiency, water resource utilization efficiency, share of renewable energy electricity, cabinet resource utilization (shelf rate) level in the previous year, or that do not meet the requirements of national green computing power facilities.
