The Trump administration proposed the establishment of a $5 billion fund to help the Middle East rebuild critical infrastructure damaged during the Iran war. According to documents seen by the media, the US International Development Finance Corporation will take the lead in establishing a Partnership for Allied Construction & Trust to promote investment, reconstruction and economic expansion in the Middle East region. The DFC said in the document that the Middle East region has been severely damaged by war, risk premiums are rising, and a large amount of critical infrastructure needs to be rebuilt. To some extent, this document aims to ease the concerns of America's allies in the Middle East region about the Trump administration's post-war arrangements. The document lists four priority projects, including investing in the construction of transportation routes around the Strait of Hormuz, restoring energy transportation and exports of critical materials, strengthening the ability to withstand future attacks, and rebuilding critical infrastructure and import routes. The “exemplary target investments” listed in the document include Saudi Arabia's phased expansion of transportation capacity around the Strait of Hormuz, involving oil pipelines and port projects.
