Recently, the Ministry of Industry and Information Technology issued the “Administrative Measures on the Construction of Innovative Industrial Clusters”. An innovative industrial cluster refers to an industrial cluster with strong scientific and technological innovation capabilities, excellent industrial innovation ecology, good innovation integration effect, high technological contribution, and strong economic driving effect through division of labor cooperation and collaborative innovation among enterprises, R&D units and service agencies to continuously improve the efficiency of innovation resource allocation. The “Administrative Measures” suggest that the construction of innovative industrial clusters should closely follow the development direction of key national industries, adapt to local conditions, promote the deep integration of scientific and technological innovation and industrial innovation, comprehensively enhance industrial scientific and technological innovation capabilities, promote the optimization and upgrading of the industrial system, drive regional economic development, and focus on constructing a new pattern of cluster development with innovation leadership, complementary advantages, and diversification and integration.
