Minister of Civil Affairs Li Changguan explained at a press conference on the “Start of the 15th Five-Year Plan” series held by the State Information Office on September 23 that the “15th Five-Year Plan” period will promote the revision of the Law on the Protection of the Rights and Interests of the Elderly, keep pace with the times and improve the welfare of the elderly; promote the enactment of the Elderly Service Law to improve the hierarchical classification, inclusiveness, coverage of urban and rural areas, and sustainable development of the old-age service system.
