Recently, the General Administration of Market Regulation issued the “Special Equipment Inspection Quality Improvement Action Work Plan”, deciding to organize and carry out special equipment inspection quality improvement actions nationwide from September 24, 2026 to the end of 2027, covering all special equipment inspection agencies and elevator inspection agencies. China has a total of 244.17 million units of special equipment, which is an important infrastructure related to industrial production and people's lives. Currently, there are 5,341 special equipment inspection and testing institutions in China, with 207,000 inspection and testing personnel. The purpose of this operation is to deeply learn the lessons of recent accidents, effectively solve outstanding problems such as “blurred” inspection and quality systems, weakening on-site control, and distorted records and reports, so as to ensure the safe operation of special equipment and prevent and mitigate major safety risks. The “Plan” clarifies four main tasks: the first is to consolidate the main responsibilities of inspection agencies, carry out self-examination of the effectiveness of the quality system, strictly investigate the “two sheets” problem of system documents and actual operation, focus on verifying the compliance of inspection personnel staffing, and seriously deal with acts such as “certification” and failure of personnel in key positions to perform their duties. The second is to strengthen process control, standardize the management of inspection plans, focus on strengthening the review and control of inspection plans for hazardous chemicals and saturated water vapor-related pressure vessels and pressure pipelines, elevators in public gathering places, etc., and seriously rectify acts such as passing through inspections, falsification of records, and misinspection. The third is to innovate methods of supervision and inspection, encourage the use of “cross-inspection”, coordinate the implementation of cross-provincial cross-inspection pilot projects, and introduce a third-party technical inspection mechanism. Fourth, consolidate the technical foundation of quality, strengthen the practical ability training of inspectors, promote the construction of informatization throughout the inspection process, and improve the technical documentation and standard system.
