On this basis, we are working with relevant departments to focus on the “three anchorages” to guide the local community to launch a new round of pilot projects to deepen the integration and development of advanced manufacturing and modern service industries. The first is to anchor the key link in the industrial chain. Focusing on key aspects such as industrial design, common technical services, testing, measurement and inspection, quality certification, brand cultivation, and intellectual property operation, etc., we adhere to problem orientation, precise classification policies, and enhance service capabilities throughout the chain. Currently, 28 pilot regions, including Beijing's Daxing District, are rapidly deepening the pilot implementation plan in accordance with national deployment, and are striving to explore and develop a number of effective empirical practices according to local conditions over a period of two years. The second is to anchor the cultivation of development carriers. Relying on advanced manufacturing clusters, private capital is guided to participate in the construction of productive service platforms. Build a number of industrial design centers with Chinese characteristics and international standards, integrate innovative resources to develop common technology platforms in the industry, build specialized international pilot bases, plan and upgrade several national measurement and testing centers and national quality inspection centers, accelerate the cultivation of a number of high-level quality certification agencies, establish industrial intellectual property innovation consortia, and lay out and build a number of integrated and efficient quality infrastructure. The third is to anchor the reform of institutional mechanisms. Promote a virtuous cycle of technology, industry, and finance, break through blockages and difficulties in the industrial chain supply chain, and explore the establishment of market-based technology element allocation mechanisms and benefit-sharing mechanisms for the transformation of achievements. Innovation in places such as Chengdu in Sichuan and Wuhan in Hubei promotes joint credit enhancement with financial products such as “pilot insurance” and “pilot loan” to help enterprises reduce trial and error costs and innovation risks. Shanghai, Jiangsu, Suzhou and other places have also integrated the resources of local public institutions to form inspection and certification groups to break down existing administrative barriers, further revitalize existing resources, and release industrial vitality.
