Damo maintains Microsoft's (MSFT.US) “gain” rating: the more AI models, the more valuable the “orchestration power” Microsoft has

Listen to the news

The Zhitong Finance App learned that at the point where the AI competition was shifting from “who has the strongest model” to “who can actually turn the model into corporate productivity”, Morgan Stanley used a recent CIO survey to vote for Microsoft (MSFT.US).

The core conclusion of the survey is only one sentence: the winners and losers of enterprise AI are not the strengths or weaknesses of individual models, but rather the three layers of “context, orchestration, and application” surrounding the model, and Microsoft just happens to be the only company that can string these three layers into a closed loop. Based on this, Dama maintains Microsoft's “Overweight” rating and a target price of $600.

The “multi-model world” is Microsoft's home

Damo's conclusion is based on the premise that is being confirmed by data: companies are no longer betting on a single model. Research shows that currently 50% of CIOs don't have any AI workloads running on the open source weighting model, and this percentage is expected to plummet to 11% within three years; conversely, it is estimated that in three years, the share of enterprises with more than 20% of workloads covered by the open source model will jump to 33% from 8% now. When the model becomes “multiple and complex,” it is instead raised to the layers outside the model — companies need someone to provide data context, someone to select the most suitable model according to the task, and someone to feed the results into the business process.

This is the three-piece combo of Microsoft Fabric (enterprise context), Foundry (task orchestration and model routing), and Copilot (terminal delivery). Damo particularly values one new piece of data: When asked about the preferred supplier for the “AI control plane/orchestration layer,” 20% of CIOs chose Microsoft, more than 17% of all major language model vendors combined, and far surpassed Google (5%) and Amazon (4%). According to Damo, this layer of “orchestration power” is Microsoft's structural advantage in exchange for enterprise penetration rate, CIO trust, and installed base while cloud vendor capabilities are trending.

Microsoft is still the biggest beneficiary of the incremental GenAI budget

The other main line of research is where the money is going. In 2026, 30% of CIOs expect Microsoft to receive the largest increase in GenAI spending share, up 3 percentage points from month to month, leading major language model vendors combined (16%), Google (8%), and Amazon (7%). In the three-year dimension, Microsoft continued to lead with 28%, although its lead over model manufacturers narrowed slightly from 13 percentage points to 7 percentage points — this just confirms that the company is rolling out a “multi-model strategy.”

The old story of cloud migration hasn't changed. Expected net increase in IT budget share in 2026, Microsoft +43%, overtaking Amazon +26% and Google +4%; Azure ranks first among public clouds with 79% usage. AI/ML's share of public cloud spending is expected to rise from 3.8% today to 9.9% in three years, providing long-term battery life for Azure demand.

Token economics and the open source wave

The research report did not shy away from risk. 42% of CIOs have not been able to evaluate the return on AI token investment, 28% feedback returns are lower than investment, 43% have implemented token controls, and 31% plan to implement them by the second half of 2027. Damo believes that this kind of “spending money and becoming cautious” will curb consumption in the short term, but instead will benefit Foundry — companies need an orchestration layer that can schedule models according to the ratio of cost to capacity.

In terms of the profit model, Damo presents three scenarios: 25 times the benchmark situation FY28e EPS ($24.06) corresponds to $600; the bullish scenario is about 29 times, the target price is 795 dollars; the bearish situation is about 11 times, and the target price is 250 dollars. According to its benchmark forecast, Microsoft Azure's growth rate, M365 commercial cloud growth rate, and operating profit margin are all resilient. EPS for fiscal year 2028 is expected to reach $24.06.
