The Zhitong Finance App learned that on October 15, the Ministry of Industry and Information Technology officially released the “High-Value Scenario of Artificial Intelligence Empowering New Industrialization”, providing an “industry navigation map” that can be used as a reference for artificial intelligence to empower new industrialization. The navigation map was jointly prepared by many authoritative research institutes and leading industrial enterprises in China. It is based on actual industrial production practice data, covering 20 segments such as petrochemicals, steel, automobiles, consumer electronics, etc., and includes more than 1,000 standardized industrial AI application scenarios that can be directly implemented, covering the entire chain of industrial production R&D, manufacturing, quality inspection, operation and maintenance, warehousing, energy consumption, safety and supply chain.
In the front-end product development process, the scenario mainly focuses on intelligent parameter simulation, automatic structure optimization, and process pre-estimation. It is mainly suitable for high-end equipment, automobiles, aerospace and other industries with high R&D costs and long test cycles. AI technology is used to replace traditional physical testing, reduce product development cycles, and reduce R&D investment. In the mid-tier manufacturing process, the focus is on covering scenarios such as intelligent scheduling, closed-loop process control, and flexible production line scheduling, adapting to the current mainstream multi-variety, small-batch, and customized production models in the manufacturing industry to solve the problems of low efficiency and poor process stability of traditional production lines. The back-end management, operation and maintenance process includes standardized scenarios such as intelligent machine vision quality inspection, equipment predictive maintenance, factory energy consumption optimization, production safety risk identification, and intelligent supply chain material matching to meet the daily production management needs of manufacturing enterprises throughout the industry.
According to reports, before the navigation map was implemented, a complete supporting system was formed for domestic AI to enable new industrialization efforts. The Ministry of Industry and Information Technology has carried out dozens of industry matchmaking activities, completed the supply and demand matching of thousands of manufacturing enterprises and AI technology companies, laid out 18 national artificial intelligence innovation application pilot zones, implemented nearly 200 industrial AI industry standards, supported a 60 billion national AI industry special fund, and built a four-dimensional support system for industrial intelligence transformation.
In recent years, China's artificial intelligence enabled manufacturing industry, from pilot exploration to large-scale promotion, to deep integration of the entire chain, has accelerated the release of new productivity and efficiency. In particular, after “artificial intelligence +” became a national strategic action, the integration of AI and manufacturing achieved a qualitative leap forward under the guidance and encouragement of a series of policies. As of the first half of 2026, the penetration rate of AI technology applications in China's regulated manufacturing enterprises has exceeded 30%, the AI penetration rate in pilot plants has exceeded 70%, and more than 56,000 basic smart factories have been built. However, AI applications in a large number of enterprises are still limited to a single point, such as quality inspection, scheduling, etc., and the entire process has not yet been intelligently reshaped.
Some experts have divided the application of AI in manufacturing into three stages: the first stage is providing decision suggestions; the second stage is introducing new production methods in single-point processes such as logistics and quality inspection; and the third stage is AI reshaping the entire production process. Currently, most companies are still in the second stage, and very few have actually entered the third stage. Looking forward to the future, with the deepening of the “Module-Digital Resonance” initiative and the implementation of the “Artificial Intelligence+Manufacturing” campaign, it is expected that by 2027, more enterprises will move from single-point intelligence to full-process intelligence.
Morgan Stanley predicts that in the ten years from 2026 to 2035, China's manufacturing industry will usher in a capital expenditure supercycle. The industrial 5.0 transformation will bring about 12 trillion US dollars of incremental industrial investment, driving the Chinese manufacturing industry from a large-scale “world factory” to a “global industrial operating system” with technological autonomy, intelligent iteration, and global leadership, becoming an important new engine for China's real economic growth in the post-real estate era. Judging from the capital investment structure, the investment accurately focuses on the three core tracks of Industry 5.0:
First, the new industrial infrastructure invested 0.5 trillion US dollars, focusing on the layout of industry-specific computing power, industrial power support, industrial Internet platforms, and intelligent sensor networks to provide underlying software and hardware support for the implementation of physical AI factories and make up for shortcomings in intelligent manufacturing infrastructure.
Second, it invested 5.5 trillion US dollars in intelligent transformation of existing factories, making it the largest investment sector in ten years. It fully covers equipment updates, production line upgrades, industrial software replacement, and automated transformation of traditional manufacturing enterprises, and completed the digital and intelligent iteration of a large number of domestic traditional factories.
Third, it invested 6.0 trillion US dollars in the construction of strategic emerging production capacity, focusing on strategic tracks such as semiconductors, high-end new materials, humanoid robots, high-end new energy equipment, and precision manufacturing to build an industrial 5.0 core industrial cluster.
Huatai Securities believes that under the new industrialization, attention should be paid to three types of investment opportunities: first, the high-end manufacturing industry, that is, the high-end, branding, and global layout of advantageous industries. The core indicators are comparative advantage and market share; second, the strong industrial chain is the import substitution of emerging industries. The core indicator is domestic production rate; third, the forward-looking layout of emerging and future industries is in line with the digital and intelligent requirements corresponding to the main direction of the new industrialization. The core indicator is penetration rate. It is recommended to focus on tactical opportunities in the fields of electronics, machinery, software, automobiles, servers, medical devices, chemicals, rare earths, etc. under new industrialization.
