BNP Paribas said on October 26 that if SpaceX chooses to build its own mobile communication network covering the whole of the United States, it is expected to invest about 105 billion US dollars within 5 years, including 75 billion US dollars in capital expenses and 30 billion US dollars in cumulative operating costs. This does not include spectrum procurement and financing expenses. The bank estimates that it will take about 25 billion US dollars to deploy 80,000 large-scale base stations, about 40 billion US dollars to build a network with 15,000 mobile phones directly connected to satellites, and 10 billion US dollars for other network equipment and retail service systems. Bank France and Pakistan pointed out that SpaceX is currently facing a key strategic choice: if it signs a large-scale long-term lease agreement with a communications tower company, it may be necessary to continue to pay rent even if it abandons the use of related facilities in the future, thus limiting the space for strategic adjustments. Another option is to reach a mobile virtual network operator agreement with existing operators such as T-Mobile to rent their terrestrial networks to provide communication services and avoid repeated construction of a nationwide base station network.
