Xie Chuntao, vice-principal in charge of daily work at the Central Party School, explained about adhering to the system of governing the Party and governing the Party according to the rules. The “Decision of the CPC Central Committee on Continuously Promoting Comprehensive and Strict Governance of the Party on Certain Major Issues” states, “Strengthening the Party's internal regulations and system is a long-term policy and a fundamental policy for comprehensively and strictly governing the Party.” Since the 18th National Congress of the Party, General Secretary Xi Jinping has creatively proposed “governing the Party according to the rules” and made a series of important remarks, promoting governing the Party according to the rules as the basic method for managing the Party, achieving major innovations in the philosophy, strategy, and practical path of governing the Party, and improving the level of scientific institutionalization and standardization of governing the Party. The Plenary Session's “Decision” made further arrangements in three areas: the first is to improve the Party's internal regulatory system. The focus is on doing a good job in top-level design, investigating omissions, and improving quality and efficiency, including scientifically preparing work plans for formulating internal Party regulations, coordinating the reform and abolition of internal Party regulations, promptly filling up shortcomings in the system, and improving the quality of regulations. The second is to enhance the execution of the system. The vitality of a regulatory system lies in enforcement. Currently, there are basic rules to follow to govern the Party and govern the Party, but the implementation of the system still needs to be further strengthened. In response to this, the “Decision” makes arrangements to increase disclosure of the Party's internal regulations, strengthen the study and training of the regulations system, and strengthen the implementation and supervision of the system. The third is to vigorously break unspoken rules. Over a period of time, some unspoken rules within and outside the Party have existed to varying degrees, eroding the authority and execution of Party rules and discipline, and the cadres and masses have strongly reacted. The Party Central Committee attached great importance to this, and General Secretary Xi Jinping made clear demands many times. The “Decision” emphasizes starting with establishing clear rules, and proposes corresponding measures in promoting openness in party affairs and government affairs, strengthening education and guidance, rectifying related chaos, and establishing and improving institutional mechanisms.
