On the morning of November 3, Premier Li Qiang of the State Council attended the opening ceremony of the 2026 World Internet Conference Wuzhen Summit in Wuzhen, Zhejiang, and delivered a keynote speech. Li Qiang said that the World Internet Conference has been held continuously for 13 years. Despite rapid changes in technology, a major proposition that people are generally concerned about remains unchanged, which is how to make the Internet better benefit humanity. President Xi Jinping proposed the concept of building a common destiny in cyberspace at the 2015 World Internet Conference, providing China's solution to the development and governance problems of the Internet. I would like to take this opportunity to share with you three thoughts. First, the development of the Internet is undergoing intelligent transformation and systemic transformation. Currently, the accelerated integration of technologies such as the Internet and artificial intelligence is not only an infrastructure, but also a new way of life. It is not only a technological means, but also a driving force for industrial transformation. It is not only an information carrier, but also a power generation of intelligence, which has a broader and profound impact on economic and social development. Second, the development of the Internet in this day and age needs to give more prominence to a people-centered value orientation. The ultimate purpose of the development of the Internet must be to promote the all-round development of people. We are advocating the establishment of a community of destiny in cyberspace. We hope that Internet-related technology can enhance people's capabilities, expand people's choices, highlight human value, and enhance people's welfare, without making people subordinate to technology, let alone increase the polarization of human development. Proceeding from this consideration, there are a few issues that are particularly worthy of attention. The first is the difference in the relationship between “man and machine.” We must adhere to human dominance and make machines a trustworthy tool for humans. The second is the ethical idea of the “algorithm model.” We must insist on moving towards good, and use the common values of all humankind to establish a solid foundation for the development of new technology. The third is the security risk of “digital-reality fusion.” There is a need for more controlled technological innovation, stricter security precautions, fuller collaboration, and better integrated development and safety. Fourth, fair governance of the “digital intelligence divide.” The results of technological progress should be truly shared by all members of society. Third, work together to build a community of destiny in cyberspace. We must insist on technological empowerment and open up new development space. China will insist on opening doors for innovation, promoting technology transfer and knowledge sharing, and working with other countries to build an open, inclusive and vibrant digital innovation ecosystem. We must insist on trustworthiness and control, and build a strong digital security barrier. China will always respect the legitimate cybersecurity concerns of all countries, work together to address security challenges, and oppose the construction of a “digital iron curtain.” We must adhere to the balance of benefits and promote the sharing of digital dividends. China will actively implement global development initiatives and support countries in the global South to build digital infrastructure and enhance digital technology capabilities. We must insist on open dialogue and improve the multilateral governance system. China will insist on joint discussions, joint construction and sharing, and push global Internet governance in a more just and rational direction.
