The report shows that at about 21.15 on April 8, 2025, a major fire accident occurred at Guoen Senior Apartment in Longhua County, Chengde City, killing 20 people. After the accident occurred, the Hebei provincial government set up an accident investigation team to carry out investigation work, and the State Council Safety Committee listed and supervised the accident. After investigation, questioning, video analysis, on-site inspection, investigation and testing, etc., it was determined that the direct cause of the accident was: on the northwest side of room 302 in Guoen Senior Apartment Building 6, a short circuit in the mobile outlet power line connected to the electric anti-decubitus air mattress, ignited flammable materials such as surrounding clothes, which in turn ignited indoor closets, televisions, bedding. After entering the ceiling, high-temperature smoke quickly spread to other rooms. Guoen Senior Apartment involved illegal use of polystyrene-sandwich colored steel roofs, wooden keels, and wooden bars. The room ceiling and walkway partitions did not meet the fire resistance limit requirements. The fire was discovered late, alarms were late, initial disposal was poor, and the automatic sprinkler fire extinguishing system on the third floor did not work effectively, which was an important cause of the spread of the fire and the death of people. The investigation determined that this accident was a major production safety liability accident caused by the failure to implement the main responsibility for fire safety in elderly apartments, illegal use of unqualified mobile sockets, illegal construction and renovation, illegal use of polystyrene sandwich color steel sheets, poor initial fire emergency response, and inadequate performance of duties by the territorial Party Committee, government and relevant departments. Twenty-one people, including the person in charge of Guoen Senior Living Apartment, were handed over to the judicial authorities on suspicion of committing a crime. The Hebei Provincial Commission for Discipline Inspection and Supervision Commission simultaneously set up a fire accident accountability review and investigation team to seriously prosecute the 45 public officials responsible for the accident according to regulations, discipline and law.
