The newly revised “Cybersecurity Law” came into effect on January 1, focusing on strengthening cybersecurity legal responsibilities and strengthening coordination with relevant laws. The new law has increased penalties, stipulating that network operators who fail to comply with their cybersecurity protection obligations, fail to deal with risks in a timely manner, etc., are fined not less than 50,000 yuan and not more than 500,000 yuan; additional regulations have been added: those that cause particularly serious cybersecurity consequences such as loss of key information infrastructure functions shall be fined not less than 2 million yuan and not more than 10 million yuan, and fines of not less than 200,000 yuan and not more than 1 million yuan on supervisors directly responsible and other persons directly responsible. In addition, the new law adds provisions on the governance and development of artificial intelligence, making it clear that the country supports basic theoretical research on artificial intelligence and research and development of key technologies such as algorithms, promotes infrastructure construction such as training data resources and computing power, improves artificial intelligence ethics standards, strengthens risk monitoring, evaluation, and safety supervision, and promotes the application and healthy development of artificial intelligence.
