On January 4, local time, the Community of Latin American and Caribbean States held a special summit on the situation in Venezuela. Venezuelan Foreign Minister Hill attended and delivered a speech. Hill strongly condemned the military action against Venezuela and called on countries in the region to jointly defend international law and regional peace and stability. Hill said that the relevant acts blatantly violate the Charter of the United Nations, constitute a threat of force to a country's territorial integrity and political independence, and seriously violate the principle of non-interference in internal affairs. He said that the military operation also caused innocent civilian casualties, violated the principles of distinction, proportionality and military necessity in international humanitarian law, and violated basic human rights, especially the right to life and personal security. Hill stressed that the Venezuelan president was illegally detained abroad, seriously undermining the personal immunity of the head of state, a basic principle of international law. It essentially infringes on Venezuela's national sovereignty and the will of the people, and poses a dangerous precedent for the stability of the international system. He said that as early as August 2025, Venezuela informed the international community about the risk of military escalation in the Caribbean region, and repeatedly warned that the deployment of foreign military forces poses a threat to regional peace. This incident was not an accident; it was an “act of aggression with warning.”
