Musk posted on social networking platform X on Thursday: “The only reason Starlink can't get an internet service provider license in South Africa is that I'm not black. That's not going to work.” Under South Africa's black economic empowerment rules, foreign telecom license holders must sell 30% of their shares in local subsidiaries to historically disadvantaged groups. Earlier, Musk said in another post: “South Africa now has more anti-white laws than anti-black laws during the apartheid period! I am extremely opposed to laws against black people, but I am also against laws against whites or other races. There should be a fair and fair competitive environment.” Musk also retweeted a post on the US news site SMX, which said, “South Africa blocked Starlink simply because Elon Musk wasn't black. It's not regulation, it's discrimination, it's shameful.”
